James O'Brien began his career with the City of Friendswood in October 2016 when hired as the Deputy Director of Administrative Services – Information Technology. In July of 2020, Information Technology was moved to report directly to the City Manager with the ever increasing importance of technology. The Information Technology department is responsible for the daily technology needs of staff as well as planning for the future with the City’s business goals in mind.
James was promoted to his current position, Director of Information Technology, in July 2020. He is now responsible for the technology needs for day to day tasks, mitigate technology risks, and support of the infrastructure. James proudly serves on various Texas Association of Governmental Information Technology Managers committees and worked with Alvin Community College on planning for a Cybersecurity education program.
James earned his Bachelor of Science degree from the University of Phoenix in 2014. He earned his Certified Government Chief Information Officer certification in August 2018.
James and his wife are the proud parents of 2 children. They are active in their church, enjoy camping, bbq competitions, and spending time with family and friends.
