12. Discussion and possible action regarding approving a Chapter 380 Business Incentive Grant Application for Economic Development with Tannos Land Holding III, LLC, for 505 S. Friendswood Drive, and authorize the Mayor to execute the agreement.

13. Discussion and possible action regarding approval of a Development Agreement related to the construction of Friendswood Lakes Boulevard.

14. Discussion and possible action regarding approval of an Interlocal Agreement with Galveston County related to their November 2017 Bond Program.

15. Discussion and possible action regarding naming the Dog Park and Doggy Splash Pad City facilities.

16. Discussion and possible action regarding concurrence with the City Manager’s appointment of the Director of Community Development.

17. Discussion and possible action regarding the extension of the water meter reading services contract between the City of Friendswood and Inframark (formerly Severn Trent).

19. Resolutions

Consideration and possible action regarding the following:

A. Resolution R2018-07: A resolution of the City of Friendswood, Texas, finding that CenterPoint Energy Houston Electric, LLC’s , application for approval to amend its distribution cost recovery factor pursuant to 16 Tex. Admin. Code §25.243 to increase distribution rates within the City should be denied; finding that the City’s reasonable rate case expenses shall be reimbursed by the company; finding that the meeting at which this resolution is passed is open to the public as required by law; requiring notice of this resolution to the company and legal counsel.

B. Resolution R2018-08: A resolution of the City of Friendswood, Texas, requesting the State of Texas seek a waiver to the 70 percent overall benefit requirement and propose that 50 percent of Housing and Urban Development Community Development Block Grant Disaster Recovery Funds be used to support low-and moderate-income persons and supporting Galveston County’s efforts in seeking said waiver.

C. Resolution R2018-09: A joint resolution of the City Council of the City of Friendswood and the Board of Trustees of the Friendswood Independent School District providing for a Cooperative Comprehensive Emergency Management Plan.

D. Resolution R2018-10: A resolution of the City Council of the City of Friendswood, Texas, authorizing the Galveston County Assessor and Collector of Taxes to Assess and Collect Tax of property in the City of Friendswood, Texas, and repealing all other resolutions inconsistent or in conflict herewith.

20. Ordinances

Consideration and possible action regarding the following:

A. Ordinance No. T2018-08: (Title: Second and Final reading of an ordinance amending the zoning classification for a tract or parcel containing 3.306 acres located at 2245 and 2275 Thomas Trace, Friendswood, Texas, by granting a zone classification change from Community Shopping Center (CSC) to Community Shopping Center/Specific Use Permit (CSC/SUP) for the following NAICS Uses, “#6231 - Nursing Care Facilities, Skilled Nursing Facilities, #623311 Continuing Care Retirement Communities (with on-site nursing), and #623312 Assisted Living Facilities for the Elderly, without on-site nursing (assisted living and memory care),” as more fully described herein ) An ordinance amending the Code of Ordinances of the City of  Friendswood, Texas, Appendix C – “Zoning,” by amending the zoning classification for a tract or parcel containing 3.306 acres of land, also known as Reserves F (1.428 acres) & G (1.878 acres), final plat of Fountains @ Friendswood, City of Friendswood, Galveston County, Texas; amending the zone classification from Community Shopping Center (CSC) to Community Shopping Center/Specific Use Permit (CSC/SUP) and granting a Specific Use Permit for NAICS U ses “#6231 – Nursing Care Facilities, Skilled Nursing Facilities, #623311 Continuing Care Retirement Communities (with on-site nursing), and #623312 - Assisted Living Facilities for the Elderly, without on-site nursing (assisted living and memory care);” providing for amendment of the Official Zoning Map; providing a penalty i n an amount not to exceed $2,000 for each day of violation of any provision hereof; and providing for severability.

B. Ordinance No. T2018-12: (Title: First and Final reading of an ordinance adopting Budget Amendment VIII to the Original General Budget of the City for Fiscal Year 2017-2018 to provide for supplemental appropriation and/or transfer of certain funds) An ordinance amending City of Friendswood, Texas, Ordinance No. 2017-32, passed and approved October 2, 2017, same being an ordinance approving and adopting the City’s Ge neral Budget for Fiscal Year 2017-2018 by approving “Budget Amendment VIII ” to the “Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2017- 2018”; providing for supplemental appropriation and/or transfer of certain funds; providing for severability; and providing other matters related to the subject.

Consideration and possible action regarding the following:

A. Authorizing the disposal of Police Department Vehicles through Houston Auto Auction

B. Approving an Interlocal Agreement regarding use of Friendswood Independent School District school buses for July 4th and Summer Program Bus Service

C. Approving a Memorandum of Understanding (MOU) with Friendswood Independent School District (FISD) for use of their facilities for an ongoing City recreation program

D. Approving a Buyout License Agreement for 502 and 504 Falling Leaf and authorizing the Mayor to execute the agreement

E. Approving a Buyout License Agreement for 1202 Myrtlewood and authorizing the Mayor to execute the agreement

F. Ratify the Mayor’s execution of a letter from the Mayors of Friendswood, League City and Dickinson, Texas, to Governor Greg Abbott and Texas Land Commissioner George P. Bush, seeking a waiver to HU D’s Low -to-Moderate Income provisions for Community Development Block Grant (CDBG) Disaster Recovery funds

G. Authorizing the Mayor to call a Regular Meeting of the City Council on May 14, 2018, to canvass the May 5, 2018, Joint General and Special Election results

H. Authorizing the Mayor to execute a contract for debris management services for emergency management purposes

I. Authorizing the Mayor to execute a contract for Monitoring Services for Debris Removal for emergency management purposes

J. Authorizing the Mayor to execute a contract for Meal Catering Services for Emergency Responders for emergency management purposes

K. Authorizing the final acceptance of the Friendswood Lakes Boulevard, West Ranch Paving and Utilities improvements project into the contractor’s one-year maintenance period

L. Authorizing the final acceptance of the SCADA System Upgrade project into the contractor’s one -year maintenance period

M. Approving a Memorandum of Understanding (MOU) with BCFS Health and Human Services for Emergency equipment

N. Accepting an art donation to be located at Stevenson Park

O. Authorizing the final acceptance of West Ranch Arbor Gate Section 6 of Paving and Utilities Improvements into the contractor’s one -year maintenance period

P. Accepting the March 2018 Property Tax Report
