Friendswood operates under the council-manager form of government. Under this system, City Council appoints the city manager, who acts as the chief executive officer of the government. The city manager carries out policies, administers city programs and oversees city operations. 

Friendswood is a full-service municipality providing the highest quality of affordable services to meet the needs of its citizens.
