About - Director of Engineering
Jildardo Arias became the City’s Director of Engineering & Projects / City Engineer on August 12, 2019. Jil began his municipal career in Pampa, Texas in 2009, where he first served as an Engineer-in-Training, then as their City Engineer, before being named their Assistant Director of Public Works. In addition, he served as Pampa’s Floodplain Administrator and Planning & Zoning Liaison. As Assistant Director, Jil helped oversee the Streets, Parks, Sanitation, Recycling, Landfill, Code Enforcement, Water Distribution, Water Production/Treatment, Wastewater Collection, and Wastewater Treatment Departments. Jil was instrumental in the creation of Pampa’s highly successful “Operation Community Pride” program, a bulky waste collection program for residents of the community. As part of this initiative, he lead the effort in the development in one of the earliest 311 service request apps in the State of Texas.
Under Jil’s tutelage in Friendswood, the Engineering & Projects Department oversees the construction of various Capital Improvement Projects throughout the City. In addition, the department inspects the construction of public infrastructure in new residential and commercial developments. The department is involved in the engineering and design phase of projects, the acquisition of easements and rights-of-ways, project bidding and construction administration, materials testing scheduling and oversight, and contract administration. The department is also overseeing the City’s flood control efforts on Clear Creek in conjunction with other entities such as the Galveston County Consolidated Drainage District, the Harris County Flood Control District, and the Texas General Land Office.
Jil has a Bachelor of Science degree in Mechanical Engineering from West Texas A&M University and a Master of Business Administration from the Rawls College of Business at Texas Tech University. He is a licensed Professional Engineer in the field of civil engineering, and a Certified Floodplain Manager.
Jil and his wife Sherrie are raising a daughter, a student at Clear Brook High School. As a family, they enjoy travel, music and arts, hiking, and Texas Tech sports.
