NOTICE IS HEREBY GIVEN OF A FRIENDSWOOD CITY COUNCIL REGULAR MEETING TO BE HELD AT 5:30 PM ON MONDAY, JANUARY 08, 2018, AT FRIENDSWOOD CITY HALL, COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, REGARDING THE ITEMS OF BUSINESS ACCORDING TO THE AGENDA LISTED BELOW:

6. CLOSED EXECUTIVE SESSION (Executive Conference Room/Adjacent to Council Chambers-City Hall)

    A. Communications from the Public regarding Executive Session topics. Council may convene into Executive Session in accordance with the Texas Government Code, pursuant to Section 551.072 – Deliberations about Real Property; to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governing body in negotiations with a third party with possible discussion and action related thereto in open session and Section 551.071 Consultation with City Attorney regarding pending or contemplated litigation involving Comcast franchise, with possible discussion and action related thereto in open session.

To receive comments from the public, both oral and written, regarding:

    A. A request to vacate a 40-foot drainage easement for a 0.069 acre tract of land (3031.41 sq. ft.) located within Lot 5, Block 1, Section 9 of Autumn Creek Subdivision, property located at 10 Steven Luke Lane, Friendswood, Harris County, Texas.

12. Discussion and possible action regarding dedication of a public sidewalk easement at 1729 S. Friendswood Dr. for the CareNow site.

13. Ordinances

Consideration and possible action regarding the following:

    A. Ordinance No. T2018-01: (Title: First reading of an ordinance amending Appendix D, the Schedule of Fees for the City as referenced in various sections of the Code of Ordinances of the City of Friendswood) An ordinance amending Appendix D of the Code of Ordinances of the City of Friendswood, Texas, by providing for the addition or adjustment of administration fees, buildings and building regulations fees, business permit fees, telecommunications fees, utility service fees and credit card processing convenience fees.

    B. Ordinance No. T2018-02: (Title: First reading of an ordinance amending Sec. 14-2 to remove the requirement for contractor registration fees (new and renewals) and, Secs. 14-64, 14-118, 14-160, 14-162, and repealing Secs. 14-230 through 14-232 of the Code of Ordinances pertaining to electrical permits and application for licensing, to be consistent with new state laws) An ordinance of the City of Friendswood, Texas, amending the Code of Ordinances, Chapter 14, “Buildings and Building Regulations” by amending Section 14-2 Registration and Licensing of Providers and Repair Services”, Section 14-64 “License Required”, Section 14-118 “Responsibility for Inspection and Fees”, Section 14-160 “Who may obtain”, Section 14-162 “Schedule of Fees” and repealing Section 14-230 through 14-232 relating to electrician’s licensing; repealing all ordinances or parts of ordinances inconsistent or in conflict herewith; providing for severability, publication and an effective date.

    C. Ordinance No. T2018-03: (Title: First reading of an ordinance approving a vacation of a portion of a public easement) An ordinance approving a vacation of a portion of a public easement located within the property located at 10 Steven Luke Lane in Autumn Creek Section 9 Subdivision; authorizing the Mayor to execute and the City Secretary to attest a Quitclaim Deed by and between the City and Chris Fuke.

    D. Ordinance No. T2018-04: (Title: First and Final reading of an ordinance adopting Budget Amendment III to the Original General Budget of the City for Fiscal Year 2017-2018 to provide for supplemental appropriation and/or transfer of certain funds) An ordinance amending City of Friendswood, Texas, Ordinance No. 2017-32, passed and approved October 2, 2017, same being an ordinance approving and adopting the City’s General Budget for Fiscal Year 2017-2018 by approving “Budget Amendment III” to the “Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2017-2018”; providing for supplemental appropriation and/or transfer of certain funds; providing for severability; and providing other matters related to the subject.

    A. Endorse the Mayor’s appointment of a board member to the Board of Directors of the Harris-Galveston Subsidence District to fill a term expiring January 31, 2020

    C. Approving the Minutes of the December 04, 2017, Council Meeting
