NOTICE IS HEREBY GIVEN OF A FRIENDSWOOD CITY COUNCIL REGULAR MEETING TO BE HELD AT 4:30 PM ON MONDAY, SEPTEMBER 12, 2016, AT FRIENDSWOOD CITY HALL, COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, REGARDING THE ITEMS OF BUSINESS ACCORDING TO THE AGENDA LISTED BELOW:

To receive comments from the public, both oral and written, regarding:

    A. Zone classification change request for a .18 acre of land being the remainder of a called Reserve D, Block 1, Park 518 Reserve "B" Replat and Addition, property located at 212 E. Parkwood Ave., Friendswood, Galveston County, Texas, to change from Community Shopping Center (CSC) to Community Shopping Center/Specific Use Permit (CSC/SUP) to allow NAICS #517 Telecommunications.

    B. Zone classification change request for 4.773 acres of land out of Lot 14, property located at 1208 W. Winding Way (also known as 1207 W. Winding Way), Harvey and Stout Subdivision, Friendswood, Galveston County, Texas, to change from Single Family Residential (SFR) to Community Shopping Center (CSC); keeping current Specific Use Permit for "Religious Organizational Purposes".

17. Discussion and possible action authorizing Council to invoke Rule 1(A) of the Rules of Procedure regarding scheduling City Council meetings.

18. Resolutions

Consideration and possible action regarding the following:

     A. Resolution R2016-12: A resolution of the City Council of the City of Friendswood, Texas, approving the Seventh Bond Issuance of the West Ranch Management District, for the proposed amount of $3,500,000.

     B. Resolution R2016-17: A resolution of the City of Friendswood, Texas in support of the application to the Texas Commission on Environmental Quality for a Municipal Settings Designation for 900 and 902 Gemini Street, Webster, Texas, also known as Lot 3A and Lot 4, Block 17 of the Clear Lake City Industrial Park, Webster, Harris County, Texas.; finding that the meeting at which this resolution is passed is open to the public as required by law; requiring notice of this resolution to the company and legal counsel.

19. Ordinances

Consideration and possible action regarding the following:

     A. Ordinance No. T2016-19: (Title: Second and Final reading of an ordinance changing the prior zoning classification of nine tracts of land consisting of approximately 261.09 acres from Single-Family Residential (SFR) and Multi-Family Residential-Medium Density (MFR-M) to Planned Unit Development (PUD) and 2.238 acres from Multi-Family Residential-Medium Density (MFR-M) to Neighborhood Commercial (NC) to be known as Friendswood Trails, property commonly known as the old Sunmeadow Golf Course as more fully described herein) An ordinance amending Appendix "C" "Zoning", of the Code of Ordinances of the City of Friendswood, Texas, Section 3, "Provision for Official Zoning Map", rezoning the property generally consisting of 261.09 acres from Single-Family Residential (SFR) and Multi-Family Residential-Medium Density (MFR-M) to Planned Unit Development (PUD) and consisting of 2.238 acres from Multi-Family Residential-Medium Density (MFR-M) to Neighborhood Commercial (NC), situated in the William Henry Survey, A-84 & the Mary Sloan Survey, A-184, Galveston County, Texas, and the R.A. Magee Survey, A-349 & the H. Stevens Survey, A-595, Brazoria County, Texas, more fully described in Exhibit "A", incorporated by reference, with such Planned Unit Development (PUD) to be governed for all purposes and conditions pursuant to the attached Conceptual Plan included in Exhibit "B", all as more specifically provided herein; providing for the amendment of the Official Zoning Map; providing a penalty in an amount not to exceed $2,000 for each day of violation of any provision hereof; and providing for severability.

     B. Ordinance No. T2016-34: (Title: First reading of an ordinance amending the zoning classification for a tract or parcel containing 4.773 acres located at 1208 W. Winding Way, Friendswood, Texas, by granting a zone classification change from Single-Family Residential/Specific Use Permit (SFR/SUP) for "Religious Organizational Purposes" to Community Shopping Center/Specific Use Permit (CSC/SUP) keeping the existing SUP for "Religious Organizational Purposes, (NAICS Use #8131)" as more fully described herein) An ordinance amending the Code of Ordinances of the City of Friendswood, Texas, Appendix C – "Zoning," by amending the zoning classification for a tract or parcel containing 4.773 acres of land out of Lot 14, Harvey and Stout Subdivision, according to the plat thereof filed in Volume 315, Page 280, Galveston County, Texas, map records; amending the zone classification from Single-Family Residential/Specific Use Permit (SFR/SUP) for "Religious Organizational Purposes" to Community Shopping Center/Specific Use Permit (CSC/SUP) and keeping the existing Specific Use Permit for "Religious Organizational Purposes (NAICS Use #8131);" providing for amendment of the Official Zoning Map; providing a penalty in an amount not to exceed $2,000 for each day of violation of any provision hereof; and providing for severability.

     C. Ordinance No. T2016-35: (Title: First reading of an ordinance amending the zoning classification for a tract or parcel containing 0.183 acres located at 212 E. Parkwood Avenue, Friendswood, Texas, by granting a zone classification change from Community Shopping Center (CSC) to Community Shopping Center/Specific Use Permit (CSC/SUP) for NAICS Use #517 "Telecommunications," as more fully described herein) An ordinance amending the Code of Ordinances of the City of Friendswood, Texas, Appendix C – "Zoning," by amending the zoning classification for a tract or parcel containing 0.183 acres of land, being the remainder of a called Reserve "D," Block 1, Park 518 Reserve "B" replat and addition recorded under Volume 2006A, page 189 of the map records of Galveston County, Texas; amending the zone classification from Community Shopping Center (CSC) to Community Shopping Center/Specific Use Permit (CSC/SUP) and granting a Specific Use Permit for NAICS Use # 517 "Telecommunications;" providing for amendment of the Official Zoning Map; providing a penalty in an amount not to exceed $2,000 for each day of violation of any provision hereof; and providing for severability.

     D. Ordinance No. T2016-36: (Title: First reading of an ordinance granting a franchise for electricity transmission and delivery services to Texas-New Mexico Power Company) An ordinance of the City of Friendswood, Texas, granting an electrical franchise to Texas-New Mexico Power Company pursuant to Title 28, ART. 1175, V.A.T.S. and Section 181.043, Texas Utilities Code; stating a purpose; providing for a term of thirty years; providing for the location of facilities; providing for repair of excavations and obstructions; providing for indemnity to the City of Friendswood; providing for street rental; repealing the former franchise, which is Ordinance No. 85-22 of the City of Friendswood as amended by both Ordinance No. 95-10 and Ordinance No. 96-8; and providing for formal adoption.

     E. Ordinance No. T2016-37: (Title: First and Final reading of an Ordinance adopting Budget Amendment X to the Original General Budget of the City for Fiscal Year 2015-2016 to provide for supplemental appropriation and/or transfer of certain funds) An ordinance amending City of Friendswood, Texas, Ordinance No. 2015-27, passed and approved October 5, 2015, same being an ordinance approving and adopting the City’s General Budget for Fiscal Year 2015-2016 by approving "Budget Amendment X" to the "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2015-2016"; providing for supplemental appropriation and/or transfer of certain funds; providing for severability; and providing other matters related to the subject.

Consideration and possible action regarding the following:

     A. Authorizing the final acceptance of the irrigation and landscaping improvements for FM 2351, releasing the contractor from the one-year maintenance period

     B. Authorizing the final acceptance of paving and infrastructure improvements into the contractor’s one-year maintenance period for Arbor Gate Section 3 in West Ranch

     C. Authorizing the final acceptance of paving and infrastructure improvements into the contractor’s one-year maintenance period for Whispering Pines/Friendswood Link Road

     D. Authorizing the Mayor to ratify and approve the Bark for Your Park Grant Award

     E. Approving a Congregate Meal Program Interlocal Agreement with Galveston County Parks and Senior  Services Department for the City’s Senior Citizen Meal Program

     F. Approving a License Agreement with Juanita Davis for a Buyout Property located at 5354 Appleblossom and authorizing the Mayor to execute the agreement

     G. Approving a banner permit application from the Friendswood Youth Lacrosse to display a banner for the "Register now, Friendswood Youth Lacrosse, Boys & Girls Grades K-8th, FYLAX.ORG, Join the fastest game on foot!"

     H. Accepting the July 2016 Property Tax Report

     I. Approving the Minutes of the July 11, and August 01, 2016, Council Meetings ?
