NOTICE IS HEREBY GIVEN OF A FRIENDSWOOD CITY COUNCIL REGULAR MEETING TO BE HELD AT 5:00 PM ON MONDAY, NOVEMBER 02, 2015, AT FRIENDSWOOD CITY HALL, COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, REGARDING THE ITEMS OF BUSINESS ACCORDING TO THE AGENDA LISTED BELOW:

To receive comments from the public, both oral and written, regarding:

     A. Zone classification change request for 3.665 acres known as Lot 1, Block 1 of the Cowards Creek Office Park, property located at 1100, 1102, 1104, 1106, and 1110 S. Friendswood Dr., Friendswood, Galveston County, Texas, to change from Planned Unit Development-Specific Use Permit (PUD-SUP) Ordinance No. 2001-05 to a revised Planned Unit Development–Specific Use Permit (PUD-SUP) to allow NAICS Use #8121 Personal Care Services, NAICS Use #8129 Other Personal Services, and NAICS Use #8139 Business, Professional, Labor, Political, and Similar Organizations.

17. Discussion and possible action regarding approving appointments to Keep Friendswood Beautiful. (Appointing members of Parks and Recreation Advisory Board to Keep Friendswood Beautiful)

18. Discussion and possible action regarding appointing Mona Palmer as an alternate member to the Senior Citizens Advisory Committee and moving Nancy Mastrofrancesco from alternate member to regular member to fill a vacated position.

19. Resolutions

Consideration and possible action regarding the following:

     A. Resolution R2015-24: A resolution of the City Council of the City of Friendswood, Texas, Galveston/Harris Counties casting 129 votes for electing person(s) to the Galveston Central Appraisal District Board of Directors for 2016-2017.

     B. Resolution R2015-25: A resolution of the City Council of the City of Friendswood, Texas, Galveston/Harris Counties casting its ballot for the election of a person to the Board of Directors of the Harris County Appraisal District for 2016-2017.

20. Ordinances

Consideration and possible action regarding the following:

     A. Ordinance No. T2015-26: (Title: Second and Final reading of an ordinance amending the zoning classification for 402 E. Edgewood Drive, being part of Lot 21 (21-2) of the Hoidale and Coffman Subdivision, Abstract 20, Galveston County, Friendswood, Texas by granting an amendment to Ordinance No. 2004-01 and Ordinance No. 2013-13, permitting Specific Use Permit (SUP), by adding NAICS Use #442 "Furniture and Home Furnishings," NAICS Use #446 "Health and Personal Care Stores," and NAICS Use #448 "Clothing and Clothing Accessory Stores," but otherwise subject to the prior regulations, restrictions, and conditions of Ordinance No. 95-3, establishing the Planned Unit Development (PUD) for the use of the subject property) An ordinance amending the Code of Ordinances of the City of Friendswood, Texas, Appendix C – "Zoning," by amending the zoning classification for 402 E. Edgewood Drive, being part of Lot 21 (21-2) of the Hoidale and Coffman Subdivision, Abstract 20, Galveston County, Friendswood, Texas; providing for the granting of an amendment to the Specific Use Permit (SUP) approved by Ordinance No. 2004-01 on February 2, 2004, which SUP was further amended by Ordinance No. 2013-13 on May 6, 2013, to add new additional permitted uses of the property for NAICS Use #442 "Furniture and Home Furnishings," NAICS Use #446 "Health and Personal Care Stores," and NAICS Use #448 "Clothing and Clothing Accessory Stores," but otherwise subject to the prior regulations, restrictions, and conditions of Ordinance No. 95-3, adopted on March 6, 1995, establishing the Planned Unit Development (PUD) for the use of the subject property; providing for amendment of the Official Zoning Map; providing a penalty in an amount not to exceed $2,000 for each day of violation of any provision hereof; and providing for severability.

     B. Ordinance No. T2015-29: (Title: First reading of an ordinance amending Appendix B, Section IV of the Code of Ordinances of the City of Friendswood) An ordinance amending Appendix B, Section IV of the Code of Ordinances of the City of Friendswood, Texas.

     C. Ordinance No. T2015-30: (Title: First reading of an ordinance amending the zoning classification for 1100-1110 S. Friendswood Drive, being a tract or parcel containing 3.665 acres known as Lot 1, Block 1 of the Final Plat of Cowards Creek Office Park, situated in the Sarah McKissick League, Abstract Number 151, Galveston County, Friendswood, Texas by granting an amendment to Ordinance No. 2001-05, granting a zone classification change from Office Park District (OPD) to Planned Unit Development (PUD) and permitting Specific Use Permit (SUP), by adding NAICS Use #8121 "Personal Care Services," NAICS Use #8129 "Other Personal Services," and NAICS Use #8139 "Business, Professional, Labor, Political, and Similar Organizations," assigning NAICS Use numbers to the uses allowed pursuant to Ordinance No. 2001-05, but otherwise subject to the prior regulations, restrictions, and conditions of Ordinance No. 2001-05, establishing the Planned Unit Development (PUD) for the use of the subject property) An ordinance amending the Code of Ordinances of the City of Friendswood, Texas, Appendix C – "Zoning," by amending the zoning classification for 1100-1110 S. Friendswood Drive, being a tract or parcel containing 3.665 acres known as Lot 1, Block 1 of the final plat of Cowards Creek Office Park, situated in the Sarah McKissick League, Abstract Number 151, Galveston County, Friendswood, Texas; providing for the granting of an amendment to the Specific Use Permit (SUP) approved by Ordinance No. 2001-05 on January 22, 2001, to add new additional permitted uses of the property for NAICS Use #8121 "Personal Care Services," NAICS Use #8129 "Other Personal Services," and NAICS Use #8139 "Business, Professional, Labor, Political, and Similar Organizations," assigning NAICS Use numbers to uses permitted under Ordinance No. 2001-05, but otherwise subject to the prior regulations, restrictions, and conditions of Ordinance No. 2001-05, establishing the Planned Unit Development (PUD) for the use of the subject property; providing for amendment of the official zoning map; providing a penalty in an amount not to exceed $2,000 for each day of violation of any provision hereof; and providing for severability.

     D. Ordinance No. T2015-30: (Title: First and Final reading of an ordinance adopting Budget Amendment I to the Original General Budget of the City for Fiscal Year 2015-2016 to provide for supplemental appropriation and/or transfer of certain funds) An ordinance amending City of Friendswood, Texas, Ordinance No. 2015-27, passed and approved October 5, 2015, same being an ordinance approving and adopting the City’s General Budget for Fiscal Year 2015-2016 by approving "Budget Amendment I" to the "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2015-2016"; providing for supplemental appropriation and/or transfer of certain funds; providing for severability; and providing other matters related to the subject.

22. Consent Agenda

Consideration and possible action regarding the following:
     A. Acceptance of grant funding from the Urban Area Security Initiative to help in purchasing handheld radios for the Fire Department and consolette for the Police Dispatch Center

     B. Ratify the Mayor’s signature on an amendment to the contract with the General Land Office to use the remaining Round 1 Disaster Recovery Funds for an expansion of the Supervisory Control and Data Acquisition (SCADA) installation project

     C. Approving an agreement between Progressive Commercial Aquatics, Inc., and City of Friendswood to complete the resurfacing of Sesquicentennial Pool

     D. Ratify the Mayor’s signature on a letter consenting to American Tower’s request to modify AT&T equipment at the tower site at 1606 Whitaker Drive

     E. Accepting the September 2015 Property Tax Report

     F. Approving Minutes of the September 14, September 28, October 01, and October 05, 2015, Council Meetings
