NOTICE IS HEREBY GIVEN OF A FRIENDSWOOD CITY COUNCIL REGULAR MEETING TO BE HELD AT 5:30 PM ON MONDAY, JANUARY 05, 2015, AT FRIENDSWOOD CITY HALL, COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, REGARDING THE ITEMS OF BUSINESS ACCORDING TO THE AGENDA LISTED BELOW:

15. Discussion and possible action regarding approving a Chapter 380 Business Incentives Grant application for economic development with Destination Holdings, LLC, for Townes Square Center at 3800 E. FM 528 and authorize the Mayor to execute the agreement.

16. Discussion and possible action regarding approving an appointment to fill an unexpired term on the Zoning Board of Adjustment & Appeals.

17. Discussion and possible action regarding authorizing the Mayor Pro Tem to execute a license and indemnity agreement between the City of Friendswood, Kevin Holland, and Esteban Pina related to the installation of a fence within the right-of-way of Crawford Drive.

18. Resolutions

Consideration and possible action regarding the following:

A. Resolution R2015-01: A resolution of the City Council of the City of Friendswood, Texas, establishing and adopting the Economic Development Policy for the City.

B. Resolution R2015-02: A resolution of the City Council of the City of Friendswood, Texas, determining that land is needed for the construction, operation, and maintenance of a future park; accepting the dedication of said land from the estate of Lundy Lane, LLC, property owners.

19. Ordinances

Consideration and possible action regarding the following:

A. Ordinance No. T2014-37: (Title: Second and Final reading of an ordinance approving an amendment to Chapter 54 of the Code of Ordinances relating to the prohibition of illicit synthetic drugs) An ordinance amending the Code of Ordinances, Friendswood, Texas, relating to the prohibition of illicit synthetic drugs; containing findings and other provisions relating to the foregoing subject; declaring certain conduct to be unlawful and providing a penalty therefore; providing for severability; and declaring an emergency.

B. Ordinance No. T2014-38: (Title: Second and Final reading of an ordinance amending Appendix A of the Code of Ordinances of the City of Friendswood) An ordinance amending Appendix A of the Code of Ordinances of the City of Friendswood, Texas, being the city’s Sign Ordinance, by amending various sections therein; repealing all ordinances or parts of ordinances inconsistent or in conflict herewith; and providing for severability.

C. Ordinance No. T2014-39: (Title: Second and Final reading of an ordinance amending Appendix D of the Code of Ordinances of the City of Friendswood) An ordinance of the City of Friendswood, Texas, City Council, amending Appendix D of the Friendswood City Code to establish the rates to be charged by the City for water and sewer utility services.

D. Ordinance No. T2015-01: (Title: First reading of an ordinance amending Chapter 86 of the Code of Ordinances of the City of Friendswood pertaining to

adjustment of water usage bills) An ordinance amending the Code of Ordinances of the City of Friendswood, Texas, Chapter 86, Utilities, Sections 86-94 and 86-95; providing rules and regulations governing adjustments of water usage bills due to defects in customer lines, and adjustments of water usage bills due to unusual and inexplicably large usage; providing for a penalty of an amount not to exceed $500 per violation; and providing for severability.

E. Ordinance No. T2015-02: (Title: First and Final reading of an ordinance adopting Budget Amendment V to the Original General Budget of the City for Fiscal Year 2014-2015 to provide for supplemental appropriation and/or transfer of certain funds) An ordinance amending City of Friendswood, Texas, Ordinance No. 2014-29, passed and approved October 6, 2014, same being an ordinance approving and adopting the City’s General Budget for Fiscal Year 2014-2015 by approving "Budget Amendment V" to the "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2014-2015"; providing for supplemental appropriation and/or transfer of certain funds; providing for severability; and providing other matters related to the subject.

F. Ordinance No. T2015-03: (Title: First reading of an ordinance amending the zoning classification of a 5.6008 acre tract of land out of the Partial Replat of Friendswood Square Reserve "A", located at 108 W. Edgewood Drive, from "Community Shopping Center" (CSC) to "Community Shopping Center – Specific Use Permit" (CSC-SUP) to allow NAICS Use #8131 – "Religious Organizations" in place of prior Ordinance No. 99-13 which granted an SUP for "used merchandise stores") An ordinance amending the Code of Ordinances of the City of Friendswood, Texas, Appendix C, "Zoning," by amending the zoning classification for 108 W. Edgewood Drive, a 5.6008 acre tract of land, Restricted Reserve "A" out of the partial replat of Friendswood Square Reserve "A", a subdivision of 6.1227 acres of land being a replat of Restricted Reserve "A" Friendswood Square, recorded in Volume 2005A, page 62 of the map records of Galveston County, Texas, rezoning such property from "Community Shopping Center" (CSC) to "Community Shopping Center – Specific Use Permit" (CSC-SUP) to allow NAICS Use #8131 – "Religious Organizations"; providing for amendment of the Official Zoning Map; providing a penalty in an amount not to exceed $2,000 for each day of violation of any provision hereof; and providing for severability.

G. Ordinance No. T2015-04: (Title: First reading of an ordinance amending Appendix C "Zoning," Section 20, "Definitions, Paragraph P. "Home Occupation" by amending and updating the definition of such term) An ordinance amending Appendix C – "Zoning," Section 20, "Definitions", Paragraph P. "Home Occupation" to revise and update the definition of such term; providing a penalty for violation in an amount not to exceed $2000, or as otherwise provided by law; repealing all ordinances or parts of ordinances inconsistent or in conflict herewith; and providing for severability.

Consideration and possible action regarding the following:

A. Endorse the Mayor’s appointment/reappointment of a Director to the Board of Directors of the Harris-Galveston Subsidence District to fill a term expiring January 31, 2015

B. Authorizing the disposal of a Police Department vehicle through Houston Auto Auction and in accordance with the Vehicle Replacement Fund

C. Accepting the November 2014 Property Tax Report

D. Approving the Minutes of the November 3, December 6, and December 8, 2014, Council Meetings
