NOTICE IS HEREBY GIVEN OF A FRIENDSWOOD CITY COUNCIL REGULAR MEETING TO BE HELD AT 5:00 PM ON MONDAY, DECEMBER 08, 2014, AT FRIENDSWOOD CITY HALL, COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, REGARDING THE ITEMS OF BUSINESS ACCORDING TO THE AGENDA LISTED BELOW:

10. Discussion and possible action regarding reinstating the Appointment Policy for Boards, Committees, and Commissions with amendments.

11. Discussion and possible action regarding approving a contract with Flooring Source for flooring repair services at the Leavesley Park Jones Hangar facility and authorize the Mayor to execute the contract.

12. Discussion and possible action regarding approving a contract with Lockwood, Andrews and Newman for the design of Lift Station 18 and authorizing the Mayor to execute the contract.

13. Discussion and possible action regarding approving the purchase of a new ambulance for the Friendswood Volunteer Fire Department and the disposal of the old ambulance.

14. Discussion and possible action regarding approving an earnest money contract for the purchase of two acres at 220 Shadwell Lane, Friendswood, Galveston County, Texas, and authorizing the Mayor to execute the contact.

15. Resolution
    
Consideration and possible action regarding the following: 
     
A. Resolution R2014-22: A resolution of the City of Friendswood, Texas, hereby designating __________ as representative and __________ as alternate to the Houston – Galveston Area Council 2015 General Assembly and Board of Directors.

     B. Resolution R2014-23: A resolution of the City Council of the City of Friendswood, Texas, determining that a waterline easement is needed for construction and maintenance of public improvements near FM 2351 and Woodlawn; approving the acceptance of said easement from MRC Ventures, LP, and RB & VN Partners, LP, property owners.

     C. Resolution R2014-24: A resolution of the City Council of the City of Friendswood, Texas, approving the Public Funds Management and Investment Policy.

16. Ordinances 
     
Consideration and possible action regarding the following:
     
A. Ordinance T2014-32: (Title: Second and final reading of an ordinance rezoning a tract of land consisting of approximately 1.600 acres of land (out of a called 4.621 acres) situated in Lot 2, Block 1 of Friendswood Subdivision, Galveston County, Texas, located on FM 2351 between Garden Dr. and Woodlawn Dr. (no address assigned), Galveston County, Friendswood, Texas, (as more fully described herein), from Business Park (BP) to Single Family Residential (SFR)) An ordinance amending Appendix "C" "Zoning", of the Code of Ordinances of the City of Friendswood, Texas, Section 3, "Provision for Official Zoning Map", rezoning a tract of land generally located on FM 2351 (between Garden Dr. and Woodlawn Dr.), consisting of approximately 1.600 acres of land (out of a called 4.621 acres) situated in Lot 2, Block 1 of Friendswood Subdivision, Friendswood, Galveston County, Texas according to the map or plat thereof recorded in Volume 254-a, Page 18 of the map records and transferred to Plat Record 7, Map No. 20, both of the map records of Galveston County, Friendswood, Texas, more fully described herein from the current designation of Business Park ("BP") to Single Family Residential ("SFR"), all as more specifically provided herein; providing for the amendment of the Official Zoning Map; providing a penalty in an amount not to exceed $2,000 for each day of violation of any provision hereof; and providing for severability.

     B. Ordinance T2014-36: (Title: First and final reading of an ordinance authorizing City of Friendswood, Texas, General Obligation Bonds, Series 2015) An ordinance authorizing the issuance and sale of City of Friendswood, Texas general obligation bonds, Series 2015; levying an annual ad valorem tax for the payment of said bonds; approving an official statement; and enacting other provisions relating to the subject.

     C. Ordinance T2014-37: (Title: First reading of an ordinance approving an amendment to Chapter 54 of the Code of Ordinances relating to the prohibition of illicit synthetic drugs) An ordinance amending the Code of Ordinances, Friendswood, Texas, relating to the prohibition of illicit synthetic drugs; containing findings and other provisions relating to the foregoing subject; declaring certain conduct to be unlawful and providing a penalty therefore; providing for severability; and declaring an emergency.

     D. Ordinance T2014-38: (Title: First reading of an ordinance amending Appendix A of the Code of Ordinances of the City of Friendswood) An ordinance amending Appendix A of the Code of Ordinances of the City of Friendswood, Texas, being the city’s Sign Ordinance, by amending various sections therein; repealing all ordinances or parts of ordinances inconsistent or in conflict herewith; and providing for severability.

     E. Ordinance T2014-39: (Title: First reading of an ordinance amending Appendix D of the Code of Ordinances of the City of Friendswood) An ordinance of the City of Friendswood, Texas, City Council, amending Appendix D of the Friendswood City Code to establish the rates to be charged by the City for water and sewer utility services.

     F. Ordinance T2014-40: (Title: First and final reading of an ordinance adopting Budget Amendment III to the Original General Budget of the City for Fiscal Year 2014-2015 to provide for supplemental appropriation and/or transfer of certain funds) An ordinance amending City of Friendswood, Texas, Ordinance No. 2014-29, passed and approved October 6, 2014, same being an ordinance approving and adopting the City’s General Budget for Fiscal Year 2014-2015 by approving "Budget Amendment III" to the "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2014-2015"; providing for supplemental appropriation and/or transfer of certain funds; providing for severability; and providing other matters related to the subject.

     G. Ordinance T2014-41: (Title: First and final reading of an an ordinance adopting Budget Amendment IV to the Original General Budget of the City for Fiscal Year 2014-2015 to provide for supplemental appropriation and/or transfer of certain funds) An ordinance amending City of Friendswood, Texas, Ordinance No. 2014-29, passed and approved October 6, 2014, same being an ordinance approving and adopting the City’s General Budget for Fiscal Year 2014-2015 by approving "Budget Amendment IV" to the "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2014-2015"; providing for supplemental appropriation and/or transfer of certain funds; providing for severability; and providing other matters related to the subject.

Consideration and possible action regarding the following:
     
A. Accepting the streets, drainage, and utilities for West Ranch Lakes Section III for final acceptance and releasing the contractor’s one-year maintenance period.

      C. Approving the Minutes of the October 6, 2014, Council Meeting
