NOTICE IS HEREBY GIVEN OF A FRIENDSWOOD CITY COUNCIL REGULAR MEETING TO BE HELD AT 4:30 PM ON MONDAY, NOVEMBER 03, 2014, AT FRIENDSWOOD CITY HALL, COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, REGARDING THE ITEMS OF BUSINESS ACCORDING TO THE AGENDA LISTED BELOW:

13. Discussion and possible action regarding approving a contract with Friendswood Historical Society in the amount of $15,000 for the maintenance and preservation of historical sites in the City and authorizing the Mayor to execute the contract.

14. Discussion and possible action regarding approving a contract with Techline Sports Lighting for the installation of lighting for the tennis, basketball and volleyball courts in Stevenson Park.

15. Discussion and possible action regarding approving a contract with Wilson McLain, Landscape Architect PLLC, for the design of Lake Friendswood Park.

16. Discussion and possible action regarding rescinding the contract with IDS Engineering for Lift Station No. 18.

17. Discussion and possible action regarding authorizing the purchase of five defibrillators and ECG monitors for the Emergency Medical Services division of the Friendswood Volunteer Fire Department.

A. Resolution R2014-21: A resolution of the City of Friendswood, Texas, Galveston/Harris counties, awarding Bid No. 2014-07 and designating the Official City Newspaper.

Consideration and possible action regarding the following:

A. Ordinance T2014-32: (Title: First reading of an ordinance rezoning a tract of land consisting of approximately 1.600 acres of land (out of a called 4.621 acres) situated in Lot 2, Block 1 of Friendswood Subdivision, Galveston County, Texas, located on FM 2351 between Garden Dr. and Woodlawn Dr. (no address assigned), Galveston County, Friendswood, Texas, (as more fully described herein), from Business Park (BP) to Single Family Residential (SFR)) An ordinance amending Appendix "C" "Zoning", of the Code of Ordinances of the City of Friendswood, Texas, Section 3, "Provision for Official Zoning Map", rezoning a tract of land generally located on FM 2351 (between Garden Dr. and Woodlawn Dr.), consisting of approximately 1.600 acres of land (out of a called 4.621 acres) situated in Lot 2, Block 1 of Friendswood Subdivision, Friendswood, Galveston County, Texas according to the map or plat thereof recorded in Volume 254-a, Page 18 of the map records and transferred to Plat Record 7, Map No. 20, both of the map records of Galveston County, Friendswood, Texas, more fully described herein from the current designation of Business Park ("BP") to Single Family Residential ("SFR"), all as more specifically provided herein; providing for the amendment of the Official Zoning Map; providing a penalty in an amount not to exceed $2,000 for each day of violation of any provision hereof; and providing for severability.

B. Ordinance T2014-33: (Title: First and Final reading of an ordinance authorizing City of Friendswood, Texas, General Obligation Refunding Bonds, Series 2014) An ordinance authorizing the issuance and sale of City of Friendswood, Texas, General Obligation Refunding Bonds, Series 2014; levying an annual ad valorem tax for the payment of said bonds; approving an official statement; calling certain outstanding obligations for redemption prior to maturity; and enacting other provisions relating to the subject.

C. Ordinance T2014-34: (Title: An Ordinance adopting Budget Amendment XIV to the Original General Budget of the City for Fiscal Year 2013-2014 to provide for supplemental appropriation and/or transfer of certain funds) An ordinance amending City of Friendswood, Texas, Ordinance No. 2013-37, passed and approved October 7, 2013, same being an ordinance approving and adopting the City’s General Budget for Fiscal Year 2013-2014 by approving "Budget Amendment XIV" to the "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2013-2014"; providing for supplemental appropriation and/or transfer of certain funds; providing for severability; and providing other matters related to the subject.

D. Ordinance T2014-35: (Title: An Ordinance adopting Budget Amendment II to the Original General Budget of the City for Fiscal Year 2014-2015 to provide for supplemental appropriation and/or transfer of certain funds) An ordinance amending City of Friendswood, Texas, Ordinance No. 2014-29, passed and approved October 6, 2014, same being an ordinance approving and adopting the City’s General Budget for Fiscal Year 2014-2015 by approving "Budget Amendment II" to the "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2014-2015"; providing for supplemental appropriation and/or transfer of certain funds; providing for severability; and providing other matters related to the subject.

     C. Accepting the September 2014 Property Tax Report
    
D. Approving the Minutes of the September 8, 22, and 29, 2014, Council Meetings
