Background

Roger C. Roecker has 35 years of finance experience in a variety of industries and began his local government career as the Director of Finance for the City of Friendswood in 1989. He was later named the Director of Administrative Services in 1992. Roger served as Friendswood’s Interim City Manager for 17 months before filling the position on a permanent basis in August of 2009.
Roger has a Bachelor of Business Administration from Howard Payne University and a Masters degree in Public Administration from the University of Houston – Clear Lake. He has been a member of the Government Finance Officers Association of Texas since 1989, and received the Certified Governmental Finance Officer (CGFO) designation in 1999. Roger has served GFOAT in various capacities: Director of Region 14; Co-Chair of the Membership Committee; At-Large Representative to the Executive Board; as President-Elect; President and is currently serving as the State Representative to the Government Finance Officers Association of the United States and Canada.
Roger is married to Lesa, an educator. They have three children, Ryan, a teacher and coach at Goose Creek Memorial High School, who is married to Nikki, Ashley, who works in interior design, and Kimberly, a student at Dallas Baptist University. Roger and Lesa are the proud grandparents of Rylea and Major.
